EU leaders agree to deal with Czech president

European Union leaders agreed on Thursday on the wording of a deal intended to secure Czech President Vaclav Klaus's backing for the bloc's Lisbon reform treaty, EU sources said.

They said the leaders had accepted a Czech demand for an opt-out from a human rights charter attached to the treaty as a condition for ratifying the document, which requires Czech approval to go into force.

"The leaders have agreed the Czech opt-out. All the leaders applauded and cheered," said a diplomat from Sweden, which has been negotiating the opt-out on behalf of the EU.
