Iran has shown new openness about advances in its nuclear programme but failed to resolve all outstanding questions by an agreed deadline this month, a U.N. watchdog said on Friday.

The International Atomic Energy Agency said Iran had granted its monitors some long-sought access to nuclear component development sites and clarified all but one main lingering issue about past activity in recent months, after years of evasion.

But the IAEA said Iran was evading responses to intelligence on past efforts to "weaponise" nuclear material, and was testing advanced centrifuges to speed up uranium enrichment -- findings that may lead to tougher U.N. Security Council sanctions against Tehran as early as next week.
