Police said another 10 people were wounded in the attack on Thursday targeting a recruiting centre for neighbourhood police patrols.
Iraqi police said US soldiers may have also been among the casualties in the strike that took place in the town of Kanaan, 20km southeast of Baquba, the provincial capital.
They said the toll could rise.

Suicide blast hits Iraqi province
At least 12 people have been killed in a suicide bomb attack in the restive Iraqi province of Diyala, north of Baghdad.
