The Turkish foreign minister said on Thursday that Turkey would not distinguish between Azerbaijani and Turkish territories.

Turkey's Foreign Minister Ahmet Davutoglu said that Turkey would neither differentiate between the Azerbaijani and Turkish flags.

"Karabakh is one of our national issues," Davutoglu told reporters in the Azerbaijani capital of Baku.

Davutoglu is actually visiting Baku to participate in the 21st meeting of the Council of Ministers of Foreign Affairs of the Black Sea Economic Cooperation (BSEC).

The Turkish minister said that Turkey was bringing up the Upper Karabakh dispute in all international meetings and bilateral talks.

"Azerbaijan's territorial integrity is as important as that of Turkeys, and it has a strategic priority for us," Davutoglu said.

Davutoglu also said that nothing was more important that Azerbaijan's territorial integrity, prosperity, stability and Turkish-Azerbaijani relations.

The Turkish minister said a part of Azerbaijani territory was under occupation for over 17 years.

"Turkey has exerted efforts to end this occupation for 17 years," he said.

Davutoglu said that Turkey had stood by Azerbaijan since the day it recognized Azerbaijan's independence.

"Nothing can change the fact that Turkey will always stand by Azerbaijan, and Turkey's position on Azerbaijan's territorial integrity and its territories under occupation," he said.

Also, Davutoglu said he believed the protocols aiming to normalize Turkish-Armenian relations would speed up solution of Azerbaijani-Armenian dispute.

Davutoglu said this normalization would be robust only if there was a comprehensive normalization in the region, and defined the concept of comprehensive as the settlement of Azerbaijani-Armenian dispute.

"From now on, Turkey will bring up Karabakh and settlement of Azerbaijani-Armenian dispute in every occasion, even though Azerbaijan will not do so," he also said.

Davutoglu earlier met Azerbaijan's President Ilham Aliyev and Foreign Minister Elmar Mammadyarov.

Davutoglu visited Turkish Martyrdom Mosque "without flag".

The tension between Azerbaijan and Turkey, which started when FIFA not allowed Azeri flags in Turkey-Armenia football match played in Bursa, has been turned into a "flag crisis".

As Turkish flags had been removed from many places in Baku including a
martyrdom, Foreign Minister Davutoglu said, "The Turkish flag in Azerbaijan is entrusted to the honor of Azerbaijani people."

Azerbaijan, which have been uneasy about the recent rapprochement between Turkey and Armenia, hauled down Turkish flag at Martyrdom
Mosque in the Azerbaijani martyrdom.
