Minister Celik indicated that the enforcement date of the articles of the said bill could be different.

"The enforcement date may be three months for some articles, five or eight months for others depending on the changes introduced to the bill," said Celik.

Celik said the delay in the enforcement date of the bill was due to writing of secondary procedures, arrangements in final form of the bill to be adopted, and elaboration of suitable softwares for these.

The draft was planned to go into force on January 1st, 2008.

The amendments cover new arrangements regarding repayment of health expenditures, pension payments as well as retirement of civil servants and workers.
