Well structured provincial organization was one of the important part of the Ottoman Empire to be a long lasting state.
However, Ottomans' central organization and the institutions were also a success story especially during 15th and 16th Centuries. When the state had been enlarged over a huge area than needed to establish provincial systems on certain centers.
