Well structured provincial organization was one of the important part of the Ottoman Empire to be a long lasting state.

However, Ottomans' central organization and the institutions were also a success story especially during 15th and 16th Centuries. When the state had been enlarged over a huge area than needed to establish provincial systems on certain centers. Janina (Yanya) was an interesting sample of them, not only from its geographical strategic position but also its influencer governors, like Tepedelenli Ali Pasha or Ahmet Cevdet Pasha in the last century.
