Head of a parliamentary assembly of the top European human rights watchdog has called for a civilian and a democratic constitution in Turkey.

Responding to a question at a press conference in Strasbourg on Monday, Mevlut Cavusoglu, president of the Parliamentary Assembly of the Council of Europe (PACE), said "a military constitution is still in effect in Turkey," adding that the situation should change.

Cavusoglu said he supported efforts the Turkish government had been exerting for a constitutional reform, adding that both the Council of Europe and the Venice Commission could extend help to Turkey if needed.
