Turkey's state finance authority failed to collect 15 percent of taxes levied to tax payers last year in the country, data showed.

Levied taxes totalled 248.3 billion Turkish liras (around $165 billion) in 2010 as 37.7 billion TL (nearly $25.1 billion) of that went uncollected.

The country's main commercial hub Istanbul, Ankara, the capital, and major industrial zones such as Izmir and Kocaeli paid 168.4 billion TL in taxes or 80 percent of the total taxes collected.

Istanbul was at the top spot with 104.6 billion TL as the smallest amount of taxes were collected in the southeastern province of Hakkari and in the eastern province of Igdir, with 26.1 million and 45 million TL, respectively.
