West Midlands Police said all three are charged with membership of an illegal organization. Two of the accused also face charges of possessing terrorist documents and one also faces a firearms charge.
The three -- Alexander Deakin, 22, from Birmingham, England; Mikko Vehvilainen, 32, from Powys, Wales and Mark Barrett, 24, with an address in Gaza Crescent, Dhekelia Garrison, Southern Cyprus -- will appear at Westminster Magistrates Court.
The charges follow the arrests of five individuals last week in what police called a “pre-planned and intelligence-led” operation.
National Action was proscribed as a terror organization in December 2016.
The anti-Semitic and white supremacist group had celebrated the murder of Labour MP Jo Cox in June 2016 by far-right extremist Thomas Mair.
It describes itself as a "National Socialist youth organization", however, Home Secretary Amber Rudd described it as “racist, anti-Semitic and homophobic”.
“It has absolutely no place in a Britain that works for everyone,” she added.
