A bomber blew up his explosives vest inside the refugee camp in the northern Makhmur town, southeast of Mosul, local governor Zerkar Mohamed told Anadolu Agency.
“Two people, including a Kurdish peshmerga soldier, were killed,” he said.
Another civilian was reportedly injured in the attack.
Mohamed said another bomber tried to break into the camp, but peshmerga forces shot him dead.
There was no claim of responsibility for the attack.
Iraqi forces are battling the ISIL extremist group, which has seized vast swathes of territory in northern and western Iraq in 2014.
