The International Court of Justice ruled Uruguay failed to inform and negotiate with Argentina about the construction of two pulp mills.

World court rules Uruguay can operate paper mill

The International Court of Justice ruled on Tuesday Uruguay failed to inform and negotiate with Argentina about the construction of two pulp mills, but did not breach environmental obligations under a river management treaty.

The court therefore rejected Argentina's request for the mill to cease operations or the payment of damages by Uruguay, and instead highlighted the fact the treaty calls for negotiations and consultations between the two states.

Uruguay and Argentina have been at loggerheads for several years over two pulp mills in Uruguay, a dispute that has led to blockades by Argentine environment protesters, while Uruguay has denied it is polluting the river.
