The head of Israel’s secret service is ready to apologise for the use of forged British passports during the assassination of a Hamas leader in Dubai, a UK newspaper has said.

Tamir Pardo, who took over the role of Mossad chief earlier this month, will also promise that Israeli agents will never again be allowed to use forged British documents during operations abroad, the report said, citing Mossad sources.

Pardo’s apology, which is expected during a trip to London in early January, would be the first official acknowledgement by Israel that it was behind the assassination in Dubai, the report said, and forms part of a drive to rebuild relations with the UK government.

Dubai's chief of police Dahi Khalfan Tamim has maintained since the early days of the emirate's police probe, that Israeli agents assassinated the Hamas commander Mahmoud Al Mabhouh.

In March, Britain expelled Mossad's station chief in London after an investigation blamed Israel's secret service for cloning 12 British passports that were found among forged identity documents used by the hit squad that murdered Al Mabhouh in January.

Australia also ordered the expulsion of an Israeli diplomat after investigators concluded the state forged three Australian passports for use during the Dubai murder.

Twelve British, six Irish, four French, three Australian and one German passports were used by the 26 people believed linked to the murder, Dubai police said at the time.

Wikileaks founder Julian Assange earlier this month said the website held "sensitive" documents that proved Mossad's involvement in the murder of Al Mabhouh.

According to Assange, the website is poised to release leaked US diplomatic cables on the Israel-Hezbollah war of 2006 and on Mahmud al-Mabhuh's murder in his Dubai hotel room.
