United States (US) air strikes hit Syrian Red Crescent offices in the northwestern city of Idlib after midnight on Wednesday, injuring several staff and causing extensive damage.
Among those wounded in Wednesday's raid was the director of the local Red Crescent branch, the Observatory said.
Idlib is both strategically and symbolically important as the city is the last district that is being controlled by the moderate opposition.
Idlib is a connection point of Damascus and Jordan along with Aleppo and Latakia.
Russian and Syrian warplanes have been carrying out raids against Syrian modarate opposition in Idlib province but since the new year U.S. air strikes have also targeted the stronghold of modarate opposition.
