Turkish govt says top court can not rule before referendum

Turkish Deputy Premier Bulent Arinc on Sunday said that the Constitutional Court had no authority at the time to pass a judgement on a constitutional amendment package.

"The high court cannot order a stay of execution nor annul the amendments at this time because the amendments can only go into effect after they are voted in referendum," Arinc told televised interview on private news channel, Kanalturk.

Arinc said the Constitutional Court's authority is limited to only review the amendments in their form, "but they cannot discuss them on their merits."

The government-backed constitutional amendments were adopted by the Turkish parliament and they were ratified by the country's president.

The amendment package will be voted in referendum in September.

Turkey's main opposition Republican People's Party (CHP) appealed to the high court for the annulment of the package.
