Turkey's Foreign Minister Mevlut Cavusoglu will attend the fourth Heart of Asia - Istanbul Process Ministerial summit on Thursday in Beijing.

A statement released on Tuesday by the Turkish Foreign Ministry said that Cavusoglu will participate in the event on behalf of Turkey and will hold bilateral talks with his counterparts within the scope of the summit.

A regional declaration was signed on November 2011 in Turkey with a number of provisions including recognition of the central role of the United Nations in international affairs; equal and indivisible security; respect for the territorial integrity of States; non-intervention in the internal affairs of other states and support for the stability and peace in Afghanistan, as well as respect for Afghanistan’s sovereignty, unity and territorial integrity.

What is known as the Istanbul Process provides a new agenda for regional cooperation in Asia by placing Afghanistan at its center and engaging the local countries in "sincere and result‐oriented cooperation" for a "peaceful and stable" Afghanistan, according to the official website of the summit.

It also calls for a "secure and prosperous region" as a whole.

China and Afghanistan will be the co-chairing countries of this year's summit, which include: Afghanistan, Azerbaijan, India, China, Iran, Kazakhstan, Kyrgyzstan, Pakistan, Russia, Saudi Arabia, Tajikistan, Turkey, Turkmenistan and the United Arab Emirates.

The summit will monitor the recovery of Afghanistan, where more than three decades of turmoil and war have left the country with weak infrastructure, millions of displaced citizens and thousands killed or disabled – a situation the country will struggle to recover from.
